摘要
马克思主义政治经济学为我国"土地财政"问题提供了深入研究的视角,运用地租理论可以解释当下我国"土地财政"的性质以及其历史作用。"土地财政"作为地方政府的一种"地租性"收入区别于"公共财政",兼具"广义绝对地租"和级差地租性质。"土地财政"的历史作用体现为通过改善城乡基础设施建设来拉动经济的发展。本文通过1998—2015年省级面板数据进一步证实,"土地财政"的变化对基础设施建设有显著的正向影响,同时基础设施建设等经济发展因素对"土地财政"也有明显正向提升作用,两者之间存在良性互动关系。
Marx's political economics provides us with a perspective for in-depth analysis of land finance in China.It explains the nature and the historical role of land finance in China using the theory of land rent.As a rent income rather than public finance,land finance has the characteristics of both the generalized absolute rent and the differential rent.Its historical role reflects in pulling the economic development by improving urban and rural infrastructure construction.Using provincial level panel data from 1998 to 2015,this paper further confirms that the change of land finance has a significant positive impact on infrastructure construction.In the meanwhile,land finance is also promoted by the positive economy factors including the investment on infrastructure.The interaction between land finance and infrastructure construction is positive.
