摘要
在教育治理新常态下,"督导评价与社会评价交汇对接"不是"社会评教育"中的伪命题。"督"与"评"虽存在分野,但两者实行对接有其政策和理论依据。"督评对接"的实质是两种评价的功能对接和力量整合,融合形成教育评价的"第三方"机制。管办评分离与教育督导制度具有共时性特征,协同和独立是"督评对接"的制度条件。根据协同理论,实现"督评对接"的过程比较复杂,需要厘清督与评的职能边界、序参变量、功能结构,形成制度协同机制和对接实施方案。
"docking of social evaluation and educational supervision" is never a pseudo-proposition in "social evaluation to education" under the context of separation of educational management, practice and assessment. The reason why there is objection towards "connection of inspection and evaluation" is that the public lack of correct understanding of the synchronic characteristic of separation reform of educational management, practice and assessment and current educational supervision system, and overall comprehensive understanding of the essential connotation of "connection of supervision and evaluation". As a feasible path to separation of management, practice and assessment, "connection of inspection and evaluation" should not be narrowly understood as simple combination of two evaluation strength, and it is also not to interchange the two methods of evaluation. According to synergy theory, the process of "connection of inspection and evaluation" is complex and has a high requirement from operating aspect, and the functional boundary of supervision and evaluation needs to be clarified to form a syncrgy mechanism and overall plan of intersection and connection of "educational inspection" and "social evaluation" and create conditions for effective implementation of "connection of insoection and evaluation" .
