摘要
地方高校的区域化,就是各地方高校为拓展生存和发展的空间而在影响的泛在化和服务的再地化两个方面同时推进的过程。根据层次类型和地域分布,采取分层随机抽样和个案分析方法,重点考察3类18所地方高校的区域化实践。公开数据分析和调研结果表明:(1)在行政规制、资源相对集中的制度环境中,升格是地方高校的首选。但在政府宏观调控的大背景下,对于大多数地方高校来说升格已不再是最佳选择。(2)地方高校的泛在化体现在生源增加、校园扩大、跨地合作和虚拟校园建设等方面,尽管存在地域和类型的差距,但也显示出个体差异,这取决于高校的主体意识和行动能力,不过类的鸿沟很难跨越。(3)地方高校的再地化主要体现在服务面向的改变、学科专业课程结构的调整和办学特色的凝练等方面。尽管多数地方高校已经意识到特色发展的重要性,但大部分高校并未形成自己的"鲜明特色",没有变成学校发展的自觉行动。目前,地方高校的区域化存在升格发展受控、规模扩张受限、内涵建设不足和未来意识不强四大问题。为此,我们建议政府:准确把脉地方高校的发展现状;充分尊重大学成长的一般规律;营造更有活力的高等教育生态。建议高校:坚持深化内涵、特色发展和实力提升;在跨界合作方面积极作为;加快虚拟校园建设,以赢得未来发展的先机,实现区域化的最大化。
Regionalization of local colleges and universities is the process that is promoted simultaneously by both ubiquity of influence and re-ract: localization of services in which local colleges and universities pursue expansion of space for survival and development. Based on the types of strata and geographical distribution, this study adopts stratified random sampling and case analysis methods, and focuses on the regionalization practice of 18 local universities in 3 types. Public data analysis and research show that, a) In the system of relatively concentrated administrative regulations and resources, upgrading is the first choice of local colleges and universities, however, in the context of government macro-control, upgrading is no longer the best choice for most local colleges and universities, b) The generalization of local colleges and universities is reflected in the increase of students, campus expansion, cross- border cooperation and virtual campus building, although there is a gap between regions and types, individual differences is also shown, it depends on the universities' subjective awareness and ability to act, however, the class gap is difficult to cross. Re- localization of local colleges and universities is mainly reflected in the service-oriented changes, adjustment of disciplinary curriculum structure and condensing running characteristics. Although most local colleges and universities have realized the importance of distinctive development, most of them do not form their own distinctive characteristics which do not become self-conscious actions for the development. At present, there are four problems now in the regionalization of local colleges and universities, which are controlled upgrading and development, limited scale expansion, inadequate connotation building, and lack of future awareness. Therefore, government is suggested to accurately diagnose the current development state of local colleges and universities, fully respect the general law of university growth and create a more energetic ecosystem of higher education. Local colleges and universities are suggested to focus on deepening connotation, characteristic development and strength improvement, be active in cross-border cooperation, and accelerate the construction of virtual campus so as to win the forerunner of future development and realize the maximization of regionalization.
