治理现代化与治理方式的选择密切相关,恰当的治理方式往往能够与地方社会文化系统无缝嵌入,形成整体性、系统性治理路径,降低治理中交易成本,取得良好治理绩效。因此,嵌入性是衡量治理方式科学性的重要标准。嵌入首先体现在空间维度。"空间嵌入"式治理方式的科学性源于其与公共事务的跨域性、复杂性的契合,要求多元治理主体和权力的整合,实质在于强化顶层设计而形成整体性治理,能够打破不同治理场域之间的壁垒,实现多主体的有机协作与协同,超越多主体共管的集体行动困境。

Governance modernization is closely related to the choice of governance methods.Appropriate governance methods can be embedded seamlessly with local social and cultural systems,which will form the holistic and systematic governance path,reduce transaction costs of governance,and achieve good governance performance. Therefore,embeddedness is the important criterion for the scientific nature of governance.First of all,embeddedness is in the spatial dimension.The scientific nature of the spatial embeddedness governance method stems from its coherence with cross-domain and complexity of public affairs,which requires the integration of multiple governance subjects and power.Essentially,it is to strengthen the top-level design and form holistic governance,which can break barriers between the different governance fields,achieve organic collaboration and synergy of multi-agents,and transcend the dilemma of collective action.
