Modernity in China's Administrative Reform: Construction and Prospect

西方公共行政中的现代性在历史长河中经历了现代性的萌发与成形、修正与扩展、批判与重建的发展逻辑,并充分吸收了后现代性的理念来完善现代性。与西方发达国家不同的是,当前中国行政改革中的现代性构建更多是采取积极主动的态势,一方面大力推进大部制改革、完善政府组织结构和运行机制、坚持依法治国和依法行政、大力推动"放管服"改革等手段来推进现代性的成长;另一方面,为了避免西方国家曾经出现的现代性危机,中国在全面深化改革过程中注重通过引入社会治理、生态政府、协商民主、人本主义等后现代性的理念思维来主动完善现代性。未来中国行政改革中的现代性发展可能会呈现出政府组织结构日益优化、行政权力运行日趋规范化、行政决策更加科学化、合作治理进一步深化、民主行政日益增强、生态政府建设深入推进等趋势。

Modernity in western public administration in history has experienced germination and molding,revised and expanded,criticism and reconstruction,and reflected technologism,scientism,professionalism and business logic and so on,and fully absorbed the concept of post-modernity to improve modernity.Different from western developed countries,the construction of modernity in China＇s administrative reform at present is more proactive trend.On the one hand,it vigorously promotes the reform of super-ministry system,improves the organizational structure and operational mechanism of the government,upholds the principle of governing the country according to law and administration according to law.On the other hand,in order to avoid the crisis of modernity in the western countries,China pays attention to introducing social governance,ecological government,consultative democracy,humanism and other post-modern ideas to take the initiative to improve modernity in the process of comprehensively deepening the reform.In the future,the modernity development in China＇s administrative reform may present the trend of increasingly optimizing governmental organization structure,increasingly standardized administrative power,more scientific administrative decision-making,further deepening cooperation and governance,increasing democratic administration and further promoting the construction of eco-government.
