长三角工业园区发展存在问题及对策

Research on the Problems and Countermeasures of the Development of Industrial Parks in the Yangtze River Delta

以长三角地区为例,通过梳理长三角地区工业园区实际发展现状,总结出了目前区域工业园区发展过程中仍然存在土地开发粗放、集约利用水平有待提升,化工布局与人居环境存在冲突,整体规范化发展不足及个别开发模式下存在管理漏洞等问题,与更高质量一体化发展的要求尚有一定差距。提出严格控制工业用地实体开发边界,加强工业用地挖潜提升,调优调绿区域化工石化产业,解决人居环境安全隐患,加强园区专业化发展、规范化管理等对策和建议。

Through studying the development status of industrial parks in the Yangtze River Delta region, this paper summaries some problems with the regional industrial park development, such as extensive land exploitation and utilization, relatively low intensive land-use level, unreasonable layout of chemical industry park due to historical background and planning defects, insufficient standardization of industrial parks and management loopholes of some development models. Large gap still exist between the current status and the goal of higher quality integrated development. The paper also proposed the following suggestions： development boundaries of industrial land-use should be strictly regulated and latent capacity of industrial land-use should be further developed; chemical and petrochemical industry need to be optimized in the way of green development to guarantee the safe living environment of nearby residents; and the environmental management of the industrial parks should be further developed.
