实现社会治理,最根本的是要实现"治"人,思想政治教育是促进人内化思想道德素质、外化行为习惯的重要社会实践活动,是社会治理的重要一环。思想政治教育在参与社会治理的过程中,形成自己独特的治理特征,这一过程中要注意处理好个体性与社会性、历史性与发展性、多面性与层次性、非强制性与长期性的关系。在把握思想政治教育社会治理特征的基础上,结合思想政治教育社会治理功能自身的独特性,克服在思想政治教育社会治理功能实现过程中的内外部影响因素,创新途径和方法,依托政府力量和民间力量,聚焦服务和文化建设的突破口,实现思想政治教育在社会治理中的最大效能。

The most basic link of realizing social ruling is to realize ruling on ＂man＂. Ideological and political education, as an important link in social ruling, is an important social practice promoting man to internalize ideological and moral qualities, and externalize behavior habits. When involved in social ruling process, ideological and political education forms its unique ruling features. During the course, we should focus on dealing with the relations between individuality and sociality, history and development, multi-dimension and multi-level, optional nature and long term. We should grasp the social ruling features of ideological and political education. Taking that as basis, we should, considering the unique features of ideological and political education＇s social ruling functions, overcome both internal and external influences in realizing the functions. Furthermore, we should innovate in approaches and methods and focus on sally port in service and culture construction with the help of both government force and folk force, so as to maximize the efficiency of ideological and political education in social ruling.
