基于内容分析法的国家“双创”政策分析

Analysis on Chinese National Policy of “Mass Entrepreneurship and Innovation” Based on Content Analysis Method

近年来,国家出台了"大众创业,万众创新"的"双创"政策,以支持和规范创新创业的发展,创新创业已经成为我国经济发展的新引擎。本研究采用内容分析法和共词分析法,以中国政府网中"大众创业,万众创新"政策汇集发布解读平台中的"国务院49项政策文件"为样本进行分析研究,并得出以下结论:政策关注点集中,创新创业成为关注焦点;政策环境宽松,创新创业的准入门槛降低;政策范围扩大,大学生成为创新创业的活力人群;政策贴近企业,中小企业成为重点关注对象。

In recent years, national policy of ＂mass entrepreneurship and innovation＂has been issued by China to support and regulate the development of innovation and entrepreneurship. Innovation and entrepreneurship has become the new engine promoting Chinese economy to develop. In our research, we applied content analysis method and co-word analysis method to analyze the 49 policy documents issued by the State Council on certain platform of Chinese Government Net,which is used to collect, publish, and interpret the policy of＂mass entrepreneurship and innovation＂and got some findings.First, concentrated policies made innovation and entrepreneurship focus of public attention. Second, loose policies created low permission standard for innovation and entrepreneurship. Third, expanded policies made college students active groups for innovation and entrepreneurship. Fourth, the policies favorable to enterprises made those of middle and small types focus of public attention.
