“Terminal First”: the New Thought to Understand the Paradox of Anomie and Regulation among Social Communication Media

社交媒介技术对社会深度重构,各种失范行为屡屡呈现,政府借此出台各种新媒体规制就有其正当性。但在规制与失范博弈过程中形成了一个悖论,即社交乱象频发,呼唤相应规制出台;但随着规制程度加强,失范行为却愈发显现。不少研究者从规制内容和形式不完善角度作出解释,但这种路径并未抓住社交时代失范问题的关键,更多是一种泛泛而论,没有看到传统规制方式的失灵。应从"端口"出发,由新媒介技术内部引出一种理解失范与规制关系的新思路。

The technology of social communication media deeply reconstructs the society, leading to frequent and various anomie behaviors. Therefore, it is appropriate for government to issue new regulations on various new media. However,during the course of regulation working against anomie, a paradox forms, that is, frequent mess social communications should be managed with regulations, while anomie behaviors increase as regulation is strengthened. According to many scholars, the problem is due to imperfect content and forms of regulation. However, the scholars do not grasp the key of anomie problem in social communication era, but just work out a meaningless conclusion. They do not realize that traditional regulations have lost effects. We should start with ＂terminal＂and work out a new thought to understand the relation between＂anomie＂and＂regulation＂within the technology of social communication media.
