摘要
目前传统农村信贷产品,越来越难以满足农户日益增长的对生产经营资金的需求,农村抵押担保物缺乏的问题愈发严重。农房抵押贷款试点是对在农村集体产权制度改革下,为解决这一难题的探索。为进一步盘活农房资产,激活市场要素,亟需完善农房抵押融资风险法律制度,规范农房登记,建构农房价值评估体系,使农房抵押与资本市场达到有效的衔接。
At present,traditional rural credit products are becoming more and more difficult to meet the growing demand for production and operation funds,and the problem of the lack of collateral ? for rural mortgages is becoming more and more serious.The pilot project of rural housing mortgage loan is aimed at solving this problem under the reform of collective property right system in rural areas.In order to further revitalize the rural economy and activate the market factors,it is urgent to improve the legal system of the mortgage financing risk of rural houses,standardize the house registration and construct the evaluation system so as to achieve the effective link between the mortgage and the capital market.
