PPP模式中社会资本投资者视角下项目合同管控对策

政府和社会资本合作（Public-Private-Partnership，PPP）作为新型的融资模式,已被各国政府所重视，具有减轻政府财政负担、提高基础建设效率等特点。在当下顺应了我国关于公共服务领域供给侧结构性改革的政策要求，是破解复杂基础设施建设和非盈利性项目运营中“政府失灵”和“市场失灵”的双重迷局的一个创新手段。但目前PPP项目的签约率并不高，本文拟从PPP中社会资本投资者的角度，分析其参与PPP项目的风险与权益，确定其参与项目的投资与管理难点，力求为PPP项目的成功实践提供保障。

Public-Private-Partnership（PPP） as a new financing model, has been valued by governments, with the characteristics of reducing the government＇s financial burden and improving the efficiency of infrastructure. And it conforms to the national policy requirements on the supply-side structural reform in public services, and cracks the puzzle of ＂government and market failure＂ in the operation of non-profit infrastructure projects. However, the signing rate of PPP projects is not high at present.So this article intends to analyze the risks and rights of participating PPP projects, determine the difficulties involved in investment and management of the project from the perspective of private capital investor in PPPs. Hope for the success of the PPP project to provide protection.
