柳州市参与粤桂黔高铁经济带建设探讨

A Study on Liuzhou's Participation in the Construction of the Yue-Gui-Qian High Speed Rail Economic Zone

粤桂黔高铁经济带是依托于高铁而形成一种新型区域发展模式。先是对高铁经济带的内涵进行了阐述,然后通过纵向横向的比较,运用SWOT模型对柳州市参与粤桂黔高铁经济带建设进行分析,然后指出作为粤桂黔高铁经济带重要节点城市的柳州,要坚持內扩外联、整合创新。在具体措施上要实施走出战略,主动参与对接;科学合理规划,强化市区建设;加快人才培养,增强发展后劲;加快科技创新,推进转型升级;完善产业体系,明确园区功能;转变政府职能,激活市场活力。

Yue-Gui-Qian（Guangdong-Guangxi-Guizhou） high-speed rail economic belt is a new regional develop-ment model based on high-speed rail.We first expounded the connotation of the high speed rail economic belt,andthen through the vertical and horizontal comparison,the SWOT model was used to analyze the Liuzhou city＇s par-ticipation in the construction of the Yue-Gui-Qian high speed rail economic zone. Then,it was pointed out that Li-uzhou,which is an important node city of the Yue-Gui-Qian high speed economic belt,should adhere to the inter-nal expansion and the integration of innovation. In the concrete measures,we should carry out the strategy and takethe initiative to participate in the docking;scientific and rational planning,strengthen the urban construction;ac-celerate the training of talents,strengthen the development of the stamina;accelerate the innovation of science andtechnology,promote the transformation and upgrading,improve the industrial system,clear the function of thepark,change the function of the government and stimulate the vitality of the market.
