我国竞技体育非优势项目管理方式的新变化

New Changes in the Management Mode of Non-advantage Events of China's Competitive Sports

我国竞技体育非优势项目是国际竞技体育竞争中具备夺奖牌实力但未形成集团优势且不具有夺牌连续性和稳定性的竞技体育运动项目群。非优势项目的发展水平是制约我国由体育大国向体育强国迈进的关键问题。基于此,主要采用文献资料法等研究方法,梳理目前我国非优势项目的发展现状,分析发展过程中管理层面存在的问题。研究认为:我国竞技体育非优势项目现状表现为集体球类项目发展参差不齐、潜优势项目冲金力不强、基础项目无实质性突破等。分析我国竞技体育非优势项目在管理层面上存在潜优势项目主要依靠政府单一的管理体制、集体球类项目职业化、产业化、市场化程度不高、基础项目的管理责、权、利划分不清等问题。针对非优势项目管理方式的改革提出思考,总结出深化改革的方式有:集体球类项目由要素驱动向创新驱动转变;潜优势项目由政府单一主体走向多元化的协同;基础项目实行供给侧改革——兼顾供给与需求。对完善我国竞技体育结构布局,寻找新的金牌增长点,促进竞技体育职业化的快速发展具有重要意义。

Non-advantage events of China＇s competitive sports are a competitive sports group that has the strength of winning medals in competitive sports in the international competitive sports but has not formed the group advantages and does not have the continuity and stability of the brand. The development level of non-advantage events is a key problem that restricts China＇s development from a big sports country to a sports power. Based on this,this paper combed the current development status of non-advantage events of China＇s competitive sports,and analyzed the problems in management level in the development process by the method of literature review. Conclusions： The current situation of non-advantage events of China＇s competitive sports is the uneven development of collective ball games,the weak strength of potential advantage events to rush into the gold medal,and no substantial breakthroughs in basic events. The problems in the management level of non-advantage events of China＇s competitive sports are that potential advantage events are mainly dependent on the single government management system; the professionalization,industrialization and marketization of the collective ball projects are not high; and the management responsibility,the right and the profit of the basic events are not clear. In view of the reform of the non-advantage project management mode,the ways of deepening the reform are as follows： the collective ball project is transformed from factor driven to innovation driven; the potential advantage project is diversified from the single main body of the government to the diversified cooperation; the basic project implements the supply side reform,giving consideration to both supply and demand. This study was of great significance for improving the structure layout of competitive sports in China,finding new gold medal growth points,and promoting the rapid development of competitive sports professionalism.
