基于公共价值创造的北极环境治理及其中国参与研究

The Research of Arctic Environmental Governance and Its Chinese Participation Based on Creation of Public Value

北极地区的生态环境正在发生重大变化,北极乃至全球安全都因此而面临挑战。为了保护和改善北极环境,有关国家和国际组织已经采取了一系列制度措施,但是由于目前多数有关北极环境保护的条约和合作框架的约束力和执行力都相对较弱,北极环境的治理效果并不明显,如何对北极环境进行有效治理是紧迫需要世界各国共同面对并设法解决的公共问题。公共价值管理理论强调建立一个开放、灵活的价值信息获取和公共产品供给机制,并主张通过创造公共价值来解决公共问题,公共价值的创造是公共价值管理的核心。在北极环境治理中不断创造公共价值可以有效提升北极环境治理的效果,创造北极环境治理的公共价值应以正义、公平、开放和效率为核心内涵。中国高度关注北极环境问题,并积极参与北极环境事务,公共价值管理理论可以为中国参与北极环境治理提供重要的理论依据,而参与北极环境治理的公共价值创造则是中国在北极环境治理中发挥作用的有效途径。

The ecological environment in the Arctic is undergoing major changes, resulting in the security challenges to the Arctic and even the globe. In order to protect and improve the Arctic environment, relevant countries and international organizations have adopted a series of institutional measures. Nevertheless, due to the fact that the binding and enforcement of the most of the current treaty and cooperation framework for Arctic environmental protection is relatively weak, the governance effect is not obvious. Therefore, how to effectively govern the Arctic environment is an urgent public issue that needs to be addressed by all countries in the world. The theory of public value management emphasizes the establishment of an open and flexible mechanism of value information acquisition and public product supply, and advocates solving public problems through creating public value, which is the core of public value management. In accordance with the theory, to create public values continuously in the Arctic environmental governance will enhance the effectiveness of the governance. Besides, to create public values of the Arctic environmental governance should base on the core connotation of justice, fairness, openness, and efficiency. China pays close attention to Arctic environmental issues and actively participates in Arctic environmental affairs. The theory of public value management provides a significant theoretical basis for China to participate in Arctic environmental governance. Moreover, participating in the public value creation of Arctic environmental governance is an effective channel for China to play its role in Arctic environmental governance in a long term.
