Innovation of Arctic Governance Model from the Perspective of Synergetic Governance:——Concurrently on China's Policy Choices

协同治理理论由自然科学的协同学理论和社会科学的治理理论融合而成,主要研究复杂的开放系统如何形成有序治理的过程。北极具备产生协同治理的条件,而协同治理理论指导下建立的北极协同治理模式,能有效地解决当前北极治理中出现的种种难题,实现北极的有序、可持续发展。在协同治理模式下,中国应以"人类命运共同体"理念为指导开展多元协同,通过积极参与北极治理机制的改制、建制工作,培育、提升中国参与北极协同治理的能力等方式积极参与北极治理,实现自身利益和全人类共同利益。

The theory of synergetic governance is a fusion of the synergy theory of natural sciences and the governance theory of social sciences. It mainly studies the process that forms orderly governance in complex open system. Conforming to the conditions of Arctic, the synergetic governance model can effectively solve the various problems of current governance in the Arctic, and achieve an orderly and sustainable development. Under the model of synergetic governance, China should carry out multi-dimensional synergy under the guidance of the concept of Community of Human Destiny, and cultivate and enhance the ability to participate in Arctic synergetic governance through participating in the restructuring and establishment of the Arctic governance mechanism, in order to realize its own interests and the common interests of all mankind as a whole.
