摘要
当前,新社会组织在社会治理中发挥着越来越重要的作用,同时也面临着一些棘手的问题,比如组织管理实践中长期存在着管理乏力和人才流失的问题。实践中的组织管理难题是由管理思想中的组织本位主义思想包袱造成的。新社会组织的管理模式由结构化的管理体系和实质性的伦理价值体系共同构成。新社会组织具有任务型组织的特征,组织的结构受到组织任务的驱动,容易产生组织业务的横向扩散,从而使组织的流动性增强;而组织成员的社会责任作为组织结构中的隐性要素,能够联结组织结构,润滑组织任务的流动性,克服不安全感,为组织管理模式的相对稳定奠定基础。新社会组织的管理模式应当在尊重组织的任务型特征的基础上进行建构。具体而言,新社会组织的管理模式是基于组织成员自主性的管理,一方面尊重以组织任务为核心的显性结构,保持组织的灵活性,另一方面培养有能力的组织成员,建构具有开放性的组织网络。
At present, new social organizations play an increasingly important role in social governance,but also face some difficult problems, such as long-term problems of management fatigue and brain drain in organizational management practices. The paper presents that the problem of organizational management in practice is caused by the thinking of Departmentalism. The management model of new social organizations is composed of a structured management system and a substantial ethical value system. In practice, the new social organizations are task-based, of which the structure is driven by the task of organization. Thus, the horizontal proliferation of organizational business is prone to occur, and the mobility of the organization is strengthened. In addition, as the hidden element in organizational structure, social responsibility of the member of organization can link the organizational structure, lubricate the mobility of organizational tasks, overcome insecurities, and lay the foundation for the stability of organizational management model. The paper argues that the management model of new social organization should be constructed on the basis of respecting the task-based characteristics of the organization. Specifically, the management model of the new social organization is based on the members' autonomous management. On the one hand, it values the explicit structure with the organizational task as the core, and maintains the flexibility of the organization. On the other hand, it focuses on cultivating the capacity of members and building an open organizational network.
