摘要
针对公共安全信息管理中的组织间的壁垒、体制机制的不合理、效率的低下等问题,借助科技手段来突破数据异构和存量的不足,开展了大数据分析关键技术的研究,通过视频结构化技术将图像数据最大程度的利用起来,利用社会民间零散数据来丰富社会安全管理,以"数据分享高效协同、科学研判、智能指挥"为目标,构造了情勤指一体化平台应用到合成作战中,验证了方法及平台的有效性,实现立体化社会治安防控体系建设和事中可控,从过程管理到事前预测,从事前预演到态势感知的新型社会安全管理应用最佳实践,能够最大限度地把社会安全风险事件消灭在萌芽状态,为我国社会安全保障提供有力科技支撑。
At present, the problem about inter-organizational barrier, unreasonable institutional mechanism and low efficiency exists in public security information management. This research broke through data heterogeneity and insufficient stock with the help of science and technology and researched big data analysis of key technology. Through structuralization technology of video, our research maximized the use of image data and used social scattered data to enrich the social security management. Taking "data sharing, efficient collaboration, scientific research and intelligent command" as the goal, the research built the integration platform of information service command, which was applied to synthetic warfare, so as to prove the effectiveness of method and platform. Thus, the construction of three -dimensional social security prevention and control system and the control in the event were achieved. From the process management to the forecast in advance, from the preview to the best practice of new social security management of situation awareness, we tried our best to eliminate social security risk events in the bud. Meanwhile, the pro- posed technology provided strong scientific and technological support for social security.
