The Leading Cadres of the New Era Should Be Good at Making Decisions and Using Power

决策是领导者最基本的职责,领导干部作决策,既要遵循决策的一般规律,又要掌握决策的方法。具体来说,决策要注意几个重要问题:一要把政治过硬与本领高强有机结合;二要把深入细致的调查研究贯穿决策始终;三要在战略上保持主动,战术上做到精准;四要以充足的信息量保证决策的质量;五要坚持把充分的民主与高度的集中有机结合。领导干部手中的权力来自人民,必须用之于人民、服务于人民。为官用权,要秉承公心,慎用公器,把握好以下方面:一要善于科学把握用权的时机;二要善于抓机放权,创新出彩;三要坚持从群众中来,到群众中去的原则;四要坚持高标准,保证高质量;五要坚持以改革掌握主动权,把握时机果断变革;六要坚持"用权如衡,唯公唯平";七要增强规矩意识,有权不任性。

Decision is a basic responsibility of leaders. When making decisions, the leading cadres must not only follow the ordinary laws of decision, but also grasp the methods of decision. Con- cretely, attention must be paid to the following points：first, organically combine the political quali- ties with professional competence;second, always do well the investigation and research through- out the whole process of decision;third,be proactive in strategy and precise in tactics;fourth,ensure the quality of decision by sufficient information;and fifth, organically combine sufficient democracy with high - level concentration. The power in the hands of leading cadres comes from the people, and must be used for serving the people. An official must use the power in his hands with caution for the public interests, and the following must be observed：first, be good at scientifically grasp the timing of using power; second, be good at grasping opportunities and delegating power to lower levels for innovation and effectiveness;third, persist in the principle of ＂from the masses, to the masses＂ ;fourth, keep the high standard to ensure high quality; fifth, have the initiative in hands by reform, and grasp the timing for changes;sixth, persist in the principle of ＂using power in balance and being equal＂ ;and seventh, enhance the consciousness of rules and do not abuse power.
