The Ethical Goodness in the Vicissitude of “Fengqiao Experience”

传统社会伦理生活、枫桥群体人格特征以及枫桥传统文化滋养是生成"枫桥经验"文化基因的初始密码。每一阶段"枫桥经验"的工作重心、治理方式和功能发挥都因社会发展需要而不同。基于社会治理体制维度,"枫桥经验"经历了生成、发展、创新等三个阶段。生成阶段的治理方式是德治,发展阶段则是德法并举,而自治、法治、德治的融合成为创新阶段治理方式最鲜亮的底色。自诞生以来,围绕着基层社会治理的主轴,"枫桥经验"实现了从社会管制到社会管理再到社会治理的治理体制转换。这种转换契合人类政治发展的共同规律、中国共产党执政规律和基层社会治理发展规律,彰显了时代变迁过程中的合规律性与合目的性相统一的伦理之善。

The traditional social ethical life, the personality characteristics of Fengqiao community and nourishment of traditional culture of Fengqiao are the initial codes for the generation of the cultural gene of “Fengqiao Experience”. The focus of work, the governance methods and the functions of “Fengqiao Experience” varies from stage to stage according to the needs of social development. Based on the dimension of social governance system, the “Fengqiao Experience” has gone through three stages of formation, development and innovation. The governance mode at the formative stage is the rule by virtue; at the developmental stage the combination of virtue and law; the integration of autonomy, the rule of law and rule by virtue has become the brightest background of the governance mode at the innovative stage. Since its birth, around the main axis of grassroots social governance, the “Fengqiao Experience” has realized the transformation of governance system from social control to social management and then to social governance. This transformation conforms to the common law of human political development, the ruling law of the Chinese Communist Party and the development law of grassroots social governance, thus demonstrating the ethical goodness of unity of regularity and purposefulness in the process of changes of the times.
