基于Shapley值修正的PPP保障性住房项目利益分配研究

Research on Benefits Distribution of PPP Guarantee Housing Projects Based on Shapley Value Correction

综合考虑项目投入比重、风险分摊系数、资源创新投入度、项目参与贡献测度、合同履行度等5类主要影响特许经营权类PPP保障性住房项目利益分配的因素,构建修正Shapley值模型。运用OWA算子理论、层次分析法确定各因素权重等参数,并对各因素参数进行归一化处理。通过算例研究,验证了方法的可行性和科学性,得出利益分配的帕累托最优,为特许经营权PPP保障性住房项目利益分配提供了理论依据。

Considering the proportion of project input,risk sharing coefficient,resource innovation input,project participation contribution and contract performance degree,which affect the benefits distribution of PPP guarantee housing projects,this paper constructs the revised Shapley value model.Then,uses OWA operator theory and AHP to determine the parameters such as weight of each factor.Through the case study,verifies the feasibility and scientificity of the method,gets the Pareto optimal distribution of interests,and provides theoretical basis for benefits distribution of PPP guarantee housing projects.
