从体制建设走向机制构建的农村小规模学校投入研究

摘要 教育事业的发展离不开经济的支持,当前农村小规模学校投入面临着投入总量不足、投入主体责任不清、投入监管不善等问题,严重制约其发展。这与我国长期注重投入体制的调整,即承担农村小规模学校教育经费主体的调整,而忽视与主体责任落实,有序管理等问题直接相关的投入机制建设不无关系。基于农村小规模学校教育投入所面临的现实问题,坚持公平、充足、效率、现实原则,架构包括投入保障机制、管理运行机制、监督约束机制三个维度的动态的农村小规模学校投入机制,以期为我国农村小规模学校教育提供坚实的物质保障。 The development of education can’t depart from the support of economy, the current total rural small schools in facing the investment insufficiency, the main responsibility is not clear, input the problem such as poor regulation seriously restricted its development. This and pay attention to the adjustment of the investment system for a long time in our country, which bear the small rural school education funding body adjustment, and ignore with the principal part of responsibility to implement, and orderly management and other issues directly related to the input mechanism construction. Based on the practical problems faced by rural small schools education investment,adhere to the principle of fair, adequate, efficient, realistic, architecture including safeguard mechanism, management mechanism, supervision and restraint mechanism of three dimension dynamic input mechanism of rural small school, rural small schools education in China will provide solid material guarantee.
