准经营性PPP项目社会资本方关键风险因素及对策研究

Research on the Key Risk Factors and Countermeasures of Social Capital in Quasi-operating PPP Project

基于准经营性PPP项目社会资本方视角,通过文献分析并结合对实际PPP案例资料的研究,从7个层面确定了16个风险因素;利用一种改进的层次分析法计算各风险因素的权重值,确定政府信用、法律变更、融资风险、法律及监管体系不完善等关键风险因素;在此基础上,提出社会资本方应对关键风险因素的对策建议。

From the perspective of the social capital of quasi-operating PPP projects,through literature analysis and combined with research on actual PPP case data,the paper identifies 16 risk factors from 7 levels. Then,uses an improved AHP method to calculate the weight values of various risk factors,and determines the main risk factors namely government credit,legal changes,financing risks,incomplete legal and regulatory systems,etc. On the basis,proposes countermeasures for the key risk factors.
