南宁铁路局铁路用地管理地籍数字化应用研究

A Research on the Cadastral Digitalized Application for Railway Land Management in Nanning Railway

为提高铁路用地管理水平,满足铁路管理对基础数据的要求,以中国铁路南宁局集团有限公司为例,阐述分析其铁路用地管理现状及铁路用地管理地籍数字化应用情况。南宁铁路局铁路地籍数字化建设主要包括铁路用地数字化测绘、权属档案资料电子化建设、铁路用地数字化地籍图制作和铁路用地地形地籍图更新与复核等内容。从维护铁路用地权属管理资产权益、规划配置和综合利用铁路用地、综合开发铁路用地数据信息、建立铁路地籍管理信息化系统等方面分析南宁铁路局铁路用地管理地籍数字化建设应用,为铁路用地管理信息化建设提供数据基础支撑,对摸清铁路用地家底和铁路用地精细化管理具有重要意义。

To improve the railway land management and meet the requirements of railway management for basic data, the paper analyzes the status of railway land management and the digitalized application of land use in railway land management, taking Nanning Railway Group Co., Ltd（hereinafter referred to as ＂Nanning Railway＂） as an example. The railway cadastral digitalization construction of Nanning Railway mainly includes the digitized surveying and mapping of railway land, the electronic construction of ownership archives, the digitalization of cadastral map for railway land use, and the updating and review of railway land terrain and cadastral map. This paper analyzes the application of land digitalization in railway land management of Nanning Railway from the following aspects： safeguarding the assets rights and interests of land management, planning and allocation and comprehensive utilization of railway land, comprehensive development of railway land data, and establishing a railway cadastral management information system, so as to provide a solid foundation for the digitalization of railway land management. It is of great significance to find out the railway land use and the fine management of railway land.
