摘要
高校人才计划不仅加剧了学术劳动力市场结构性差异和制度性分割,还导致优秀高层次人才在流动时间、流动方向、流动动机、流动秩序等方面的异常。作为计划思维与单位制产物的人才计划既是高校人力资源开发、学术资源配置机制,也是一种学术地位与身份的象征。在认识人才计划本质的基础上,走出人才"计划"的误区,才能扬长避短,实现从人才计划辈出到人才辈出的转变。
Talent programs in universities have not only exacerbated the structural differences and systematic segmentation of academic labor markets, but also caused abnormalities to the time, direction, motivation and order of outstanding high-level talent flows. The talent programs, as the product of plan thinking and institutional systems, are both the mechanism for university human resource development and academic resource allocation and the symbol of academic status and identity. Based on recognizing the nature of talent programs, universities have to get rid of misunderstandings about talent “programs” to foster strengths and circumvent weaknesses and make for smooth transition from the formulations of various talent programs to the production of a galaxy of talents.
