摘要
《中华人民共和国公共图书馆法》是我国公共文化法律法规政策体系的重要组成部分,以立法形式明确了公共图书馆事业的发展方向。本文运用词频统计方法对该法进行了词频分布规律探究,利用社会网络分析软件对核心分词与单条法律的关联性进行了可视化分析,归纳并揭示公共图书馆在法定原则下的定义与宗旨、管理体制、文献信息资源建设、职能与服务、法律责任等5个方面的时代特征、发展趋势,探究了各方面的立法依据以及立法实施过程中需要的辅助性立法内容。
The Peoples Republic of China Public Library Law is an important part of Chinese public cultural laws and regulations policy system, and the development direction of public libraries is clearly defined in the form of legislation. This paper uses method of word frequency statistics for word frequency distribution, uses social network analysis software for the core word segmentation and visualization analysis, mainly summarizes and reveals features and development trends of the public library under the statutory principle in five aspects： definition and principle, management system, literature information resource construction, function and service, legal liability, explores all aspects of the legislation basis and supporting legislation content.
