未来雄安新区发展建议——基于深浦两区经验借鉴

The Proposal for Xiong'an New District Development——Based On the Experience of Shenzhen and Pudong

雄安新区建设关乎我国南北均衡发展战略推进和京津冀世界级城市群形象新空间建设,历史和现实意义重大。本文一方面通过数据对标,认为新区与深圳经济特区的发展基础接近、与浦东新区产业规划路径接近,深浦两区制度创新、利用外部资源等实践经验可供借鉴;另一方面考虑新区"平地起,零基础"的特殊属性,认为需将聚集经济、反磁力中心理论作为新区建设的理论指导框架。最终本文结合理论、实践分析,输出未来新区短中长期建设方案。

The construction of the Xiong＇an New District is related to the strategic development of the South-North Balanced Development in China and the construction of a new space for the Beijing-Tianjin-Hehei world-class urban agglomeration, has a great historical and practical significance. On the one hand, through the data benchmarking, this paper argues that the development base of the New District is close to Shenzhen Special Economic Zone, and the industrial planning path is close to the Pudong New Area. The practical experience of institutional innovation and utilization of external resources in the two districts can be used for reference. On the other hand, the special nature of the ＂zero-based＂ theory suggests that the theory of agglomeration economies and counter-magnetic forces should be taken as the theoretical guidance framework for the construction of the new district. In the end, this paper combines theoretical analysis and practical analysis together, and puts forward short-, medium- and long-term construction plans for the new district in the future.
