政策执行组织间的协调精细化问题探究——基于“骨干人才计划”的个案分析

Research on the Inter-organizational Coordination Refinement in Policy Implementation——A Case Study of the “Backbone Plan” Implementation

一项政策由多个组织共同执行时,组织间协调的精细化程度成为影响政策执行绩效的关键变量。从实质性协调和程序性协调这两个维度描述了"骨干计划"执行组织间协调精细化存在的问题,并采用微观视角,从组织间责任划分与流程设计、组织数量与组织间权力关系、激励机制、信息沟通机制等几个方面对其成因予以分析并由此得到一些启示:政策执行组织间协调的精细化与政府的"条块"结构及由此形成的利益与权力格局、以及官僚制的运行逻辑等体制机制问题密切相关,因而其根本解决有赖于国家治理体系的现代化。但对于特定的政策,可以通过提升政策执行框架的合理性、加强政策制定者与执行者的良性互动来予以改进。

When a policy is implemented by multiple organizations jointly, the degree of refinement of inter-organizational coordination becomes a key variable affecting the performance of policy implementation. With the case of ＂backbone plan＂ implementation process, describing the problems of refinement of inter-organizational coordination in ＂backbone plan＂ implementation process from the substantive coordination and procedural coordination of the two dimensions, and from the micro perspective, analyzing the causes such as inter-organizational responsibility division and process design , the number of organizations and inter-organizational power relationships,the incentive mechanism, information communication mechanism. Through the case analysis, getting some enlightenment as following, the degree of refinement of inter- organizational coordination in the policy implementation is closely related to the organizational structure, interest and power pattern of government as well as the operation logic of bureaucracy system, so the fundamental solution will depend on the modernization of national governance system. But for a specific policy, it can be improved by improving the rationality of the policy implementation framework and strengthening the benign interaction between the policymakers and the executors.
