摘要
在技术革命加速、产业构造转型升级、内外部劳动力市场多样化、保证雇佣制度动摇等变革背景下,被世界公认的日本"企业模式"职业培训受到了前所未有的冲击。日本政府以组织机构整备为基础、以扶持制度建设为引领、以促进企业内职业培训合作转型为突破口进行了一系列改革。借鉴日本经验,发展我国企业职业培训应通过加强制度建设、机构建设、工学结合等举措,推动发展企业本位的职业培训,提供多元主体参与的组织保障,构建雇佣融合型培训模式。
Under the context of high-speed technological revolution, transformation and upgrading of industry structure, changes of interior and exterior labor markets and shaking of employment guarantee, the universally acknowledged "enterprises pattern" vocational training of Japan is also suffered from unprecedented shocks. Japanese government carried out a series of reforms based on the preparation of the organization and the support system construction and with the breakthrough of the transformation of vocational training cooperation within enterprises. Learning from Japanese experiences to develop in-company training in China, it is necessary to enhance the system construction, institute construction and working-learning integration, promote enterprises to develop in-company vocational training, provide the organization guarantee with multiple participants, and establish employment integrated training mode.
