Game of Power,Money and Stance:The Dilemma of Grass-roots Governance of Japanese Puppet Regime in North China Seen from the Joint Consultation of New People Association

1940-1944年,日伪华北新民会中央总会在日军顾问的操纵下连续召开了五届正式全体联合协议会,其目的在于笼络各路汉奸、缓和基层矛盾以及制造倾听民意的声势。然而,历届全联会议案从筛选、讨论到后续执行工作中出现的问题,充分暴露了日伪基层骨干与日军及其汉奸代言人之间的矛盾。华北日军通过全联会拉拢基层汉奸以实现以华制华的目的未能如愿。

In order to win over traitors,ease grassroots conflict and create a false appearance of listening to public opinions,the Japanese army manipulated the New People Association（ 新民会） to hold five consecutive Joint Consultation（ 全联会） from 1940 to 1944. However,the problems in the selection,discussion and subsequent implementation of the proposals in the Joint Consultation have fully exposed the contradiction between the Japanese army and the traitors. The Japanese army in North China failed to achieve the goal of making China governed by puppet regime through the Joint Consultation.
