摘要
从学科发展的历史和学科建设的内涵出发,探讨学科建设的意义,分析绩效评价与学科建设的关系,并发现学科建设绩效评价过程中存在的问题。针对问题提出以绩效为杠杆的学科建设建议:一是理清学科人员队伍,保证绩效评价的准确性;二是明确绩效评价不是目的,学科建设才是目标;三是加强制度建设,建立后监督机制;四是将绩效评价变成常态,循序渐进推进学科建设;五是完善动态调整机制,实现学科的优胜劣汰。
From the history of discipline development and the connotation of discipline construction, the paper explores the signifi- cance of discipline construction, analyzes the relationship between performance evaluation and discipline construction, and finds prob- lems from the process of discipline construction performance evaluation. There are suggestions based on performance - oriented disci- pline construction: ① clarify the discipline staff system to ensore the accuracy of performance evaluation; ②make sure the fact that performance evaluation is not the purpose, and discipline construction is the goal; ③strengthen system construction and establish post - supervisory mechanism ;④turn performance evaluation into normal state and gradually promote discipline construction; ⑤improve the dynamic mechanism to achieve the survival of the fittest.
