从《中西部高等教育振兴计划》看我国高等教育的公平与效率问题

On Fairness and Efficiency of Higher Education in China from the Campaign of“Promotion Plan for Higher Education in the Central and Western Regions”

中西部地区高等教育的振兴既关系到我国社会的总体发展,也关系到中西部人民的幸福和国家的长治久安,它是整个社会发展的基石。为提升我国中西部地区高等教育的水平,国家制定了《中西部高等教育振兴计划》。在该计划实施7年后,文章通过对贵州省高等教育数据进行对比,审视其实施效果,反思如何在党的十九大精神的指引下,不断完善"振兴计划",提升其时代性和合理性,进一步促进中西部地区高等教育机会公平。并提出加强政府政策扶持,实现区域间优势互补,打造多元的一流,增强自身"造血"功能,稳步推进战略实施,实现公平效率协调发展等建议。

The revitalization of higher education in the central and western regions is related to the overall development of China＇ s society and it also affects the happiness of the regions and the long - term stability of the country. It is regarded as the cornerstone of the entire society＇ s development. In order to improve the level of higher education in the central and western regions of China, the state has specifically formulated the ＂ Central West Higher Education Promotion Plan＂, This plan has been carried out for seven years, this paper compares the data of higher education in Guizhou Province, examines its implementation effects, and reflects on how to con- tinuously improve the ＂promote plan＂ and upgrade its modernity under the guidance of the spirit of the 19th National Congress of the Communist Party of China. Rationality will further promote the fairness of higher education opportunities in the central and western re- gions. It＇ s also proposed to strengthen government policy support, achieve mutual complementarities among regions, build diversified first - class, strengthen its own ＂blood - making＂ function, steadily push forward strategy implementation, and achieve a fair and effi- cient coordinated develonment.
