地方本科院校内部治理的一种设想:基层自组织

Self-organization at Grass-roots Level:A Form of Local University's Internal Management

困扰地方高校发展的根本原因在于组织终极目标的模糊性、科层文化惯性的阻碍和权力的垄断性等三个方面。根据大学治理理论,应取消现行的二级学院建制和以职能为依据而组建的行政管理部门,采取基层单位自组织。通过理念变革弱化领导权威、自主自治构建团队应对组织僵化、平等协商目标和规则激发全体活力、信息公开克服制度缺陷等四个维度,来完善地方本科院校的组织建设,从而克服高校发展目标不清晰、组织结构僵化、管理不民主等问题。

The development at the local universities is beset by three factors： the ambiguity of the ultimate organizational goal, the cultural inertia of the bureaucracy and the monopolization of the power. According to the theories and notions of university management, the colleges and official departments built in accordance their functions can be replaced by the self - organizations at grass - roots level. The development of organizations at local universities can be bettered at these four levels ： weakening the leaders＇ authority by changing the managerial notions, replacing the rigid organizations and equally negotiable goals by the autonomous and self - government groups, motivating the total vitality with regulations and overcoming the policy deficiency by making the information known the public so that such problems as vague developing goals at universities, the rigid organizations and units and undemocratic management will be over-come.
