在中国,注重并保障社会权利是实现人民共建共治共享的政治要求,也是发展具有中国特色人权事业的重要实践。经过改革开放40年来探索和实践,我国已完成社会权利及其保障的基本制度建构。步入新时代中国特色社会主义建设之时,尽管仍面临诸多问题,党的十九大立足于新时代中国社会的基本矛盾所提出的新发展要求,为我国社会权利及其保障事业的公平可持续发展指明了前行方向。法治化是新时代中国社会权利发展的有力支持和切实保障。

In china, placing focus on and ensuring social rights is the political claim of establishing a social govern- ance model based on collaboration, participation, and common interests, and the important experience of promoting progress in human rights. After about 40 years of probing and practicing, the fundamental system structure of the ensuring social rights has been established. In the new era of socialism with Chinese characteristics, in spite of many problems, The 19th National Congress of the Communist Party of China has indicated the direction ahead by making the new development claims based on the basic contradictions in the current period. The rule by law is the strong supporting and genuinely ensuring for promoting our social rights in the new era of socialism with Chinese characteristics.
