研发投入对区域创新能力作用机制研究——基于知识产权的实证证据 被引量:38

Research on the Mechanism of R&D Investment on Regional Innovation Capacity: Based on Empirical Evidence of Intellectual Property Protection Intensity

摘要 基于2000—2014年省际面板数据,以知识产权保护强度为门槛构建门槛效应模型,实证分析研发投入对区域创新能力的影响及其作用机理。结果发现:(1)研发投入强度对区域创新能力的作用过程中存在基于知识产权保护的双门槛效应,在知识产权保护的影响下研发投入与区域创新能力存在显著的非线性关系;(2)门槛值及门槛效应的作用机制和效果均存在区域性差异,除东部地区过高的知识产权保护强度会抑制研发投入的作用发挥之外,西部、中部和东北地区都表现为跳跃式发展,即低于第一门槛值时研发投入促进作用微弱、达到第一门槛值后作用明显、达到第二门槛值后促进作用大大提高的跳跃式路径,但仍有许多地区未达到最优知识产权保护水平,有针对性地调控有助于最大化发挥研发投入对区域创新能力的促进作用。为切实提高区域创新能力,研发投入应更强调阶段与地域的针对性。 The paper empirically analyzed the effect of R&D investment on regional innovation capacity based on the threshold effect model by using the intellectual property protection intensity as the threshold variable of 2000 to 2014 provincial panel data. It found that: (1) There is a dual- threshold effect of the protection of intellectual property rights in the process of R&D investment intensity on regional innovation capacity; (2) There are large regional differences among the four areas in the threshold values and the threshold effect on the R&D investment influencing mechanism. The highest degree of intellectual property protection in the eastern region will inhibit the influence of R&D investment, while the western, central and northeastern regions are different. They per- form as jumping promotion that when the protection of intellectual property rights across a threshold, the effect of R&D investment intensity on regional innovation capacity is higher. To effectively improve the regional inno- vation capacity, R&D investment should be more emphasis on the stage and geographical relevance
