A third discussion on the theory of state-nation relations:International perspectives and China's experience

十九大报告关于民族地区协调发展战略的论述,为"国家—民族"理论的发展提供新的理论依据,指明了新的研究方向。通过对世界上现存的对立、融合、并存、连接等民族与国家之间关系的梳理,深入探讨民族—国家关系和民族—民族关系的实质和潜在危险。"民族-国家"关系理论本质上是一族一国的狭隘的民族国家关系,容易导致极端的民族分离主义。多元文化主义理念是当今世界民族国家关系发展的趋势所向,但是,必须警惕民族同化、民族"大熔炉"、民族"大拼盘"等思想。我国作为多民族国家必须找回"国家"在民族国家关系中的主导角色,将"国家"置于"民族"之上,在历史新常态下对国家-民族理论进行深入思考。

The report of the 19th National Congress of the Communist Party of China has expounded the coordinated development strategy,which has provided a new theoretical basis and a new research direction for the theory of state-nation relations. This paper gives a review of four current relations between state and nation,including conflicts,harmony,coexistence and connection in the world,and an incisive analysis of the nature and potential danger of nation-state relations and nation-nation relations. It points out that the theory of nation-state relations in essence advocates a narrow creed of ＂one nation,one state（ country） ＂in terms of nation-state relations,which would easily bring about extreme national separationism. Multiculturalism is an ideology about the current development of nation-state relations in the modern world. However,we should be vigilant to such ideas as national assimilation,national ＂melting pot＂,and national ＂great platter＂. As a multiethnic state,China must resume the leading role of ＂state＂in the nation-state relations,and put ＂state＂over ＂nation＂through reflections on the theory of state-nation relations under the new normal situation.
