河南食用菌产业由大省向强省转变的思路与政策建议

Strategic Idears and Policy Suggestions on Transformation of Henan Edible fungus Industry from Large Province to Strong One

河南省是食用菌大省,产量、产值、出口连续多年均居全国第一位。经过30多年的快速发展,河南省基地县(市)集群化特色鲜明,在全国占有重要地位;工厂化龙头企业地位凸显,研究体系逐步完善,研究成果不断突破。但随着市场、技术等诸多因素影响,河南食用菌产业发展后劲明显不足,工厂化发展明显滞后,龙头企业数量少、规模小,产业技术水平偏低,主要品种和核心技术受制于人,生产粗放,缺乏顶层设计和配套政策支撑。在当前形势下,建设食用菌强省是河南省建设经济强省和现代农业强省的迫切需要,立足河南省食用菌产业现状,提出建设"食用菌强省"的战略目标,通过实施"创新驱动、龙头带动、集群联动、开放带动"等"四轮驱动"战略,努力建设全球一流的食用菌研发中心、龙头企业品牌集群、全产业链基地、开放型发展网络。建议政府主管部门提高认识,加强组织领导,强化行业管理,确立食用菌产业的战略定位,完善食用菌产业政策体系,营造一流发展环境,加快河南省食用菌产业转型升级,推动产业健康可持续发展。

Henan is a big province of edible fungus, the output, output value and export are all the first in country for many years. The cluster characteristic of base counties （cities） is distinctive, and plays an important role in the whole country by developing rapidly for 30 years. The status of factory leading enterprises is prominent, the research system is gradually improved, and the achievements are constantly broken through. However, the development potential of edible fungus industry is obviously insufficient by the influence of market, technology and other factors, industrialization development lagged behind, the number and scale of leading enterprises are small, the main varieties and technology are controled by others, technology is low. Mode of production is low-level, top-level design and policy support are very lack. In the current situation, it is urgent need to build a powerful province of edible fungus to achieve the goal of building a strong province of economy and modern agriculture. So, based on the current situation of edible fungus industry in Henan province, the strategic goal of building a strong edible fungus province was put forward. Through the implementation the ＂four-wheel drive＂ strategy, that is, ＂innovation-driven, leading, linkage, aperture-up＂ and so on, we will strive to build the global pre-eminence research center of edible fungus, leading enterprise brand cluster, the whole industrial chain base and open development network. It is suggested that government depart- ments in charge should enhance awareness, strengthen organization and leadership and industry management, establish the strategic position of edible fungus industry, improve policy system of edible fungus industry, and build a first-class development environment, as a result, to accelerate the transformation and upgrading of the edible fungus industry in Henan province and promote the healthy and sustainable development of this industry.
