欧盟科研基础设施开放共享立法及实践

European Union's Legislation and Practices on Open Sharing of Research Infrastructure

欧盟积极推动科研基础设施开放共享,甚至将"地平线2020"计划资助的科研基础设施免费开放共享。除了制定条例或章程指导开放共享外,欧盟还采取了制定科研基础设施开放共享参考范本、建设科研基础设施电子地图、针对不同类型的用户制定不同的开放共享政策、强化科研诚信意识等做法,这对我国科研基础设施开放共享工作具有参考意义。

The EU actively promotes the open sharing of research infrastructure, even makes those funded by the Horizon 2020 free. Besides making some laws and charters, the EU also takes some measures to facilitate the open access of research infrastructure, such as publishing the reference agreement, setting up e-map, implementing different access policies according to different types of the users, and strengthening the awareness of scientifc integrity. The measures mentioned above may be of some use for the open access of research infrastructure in China.
