公民科学素质测评国际新进展及对中国的启示

Recent International Progress in Citizen Scientific Literacy Measurement and Its Enlightment to China

进入21世纪,公民科学素质测评出现国际新进展,主要体现在新的测评体系对经典米勒体系的替代。新的测评体系,本文称之为"新米勒体系",在指标维度、测评方法、表征方式等方面与经典米勒体系均有不同,而在国际普遍采用"难度系数"大为降低了的新米勒体系的情况下,中国目前仍继续采用经典米勒体系测评公民科学素质。本文详细阐述公民科学素质测评新进展,并以此为启示初步探讨新时代中国公民科学素质的测评指标。

In the 21st century, there have been new international developments in the evaluation of citizen science literacy, mainly refected in the replacement of the classic Miller Scheme by the new evaluation scheme. The new evaluation scheme, referred to as the “New Miller Scheme”, is different from the classic Miller Scheme in terms of index dimensions, evaluation methods, and characterization methods. The new Miller Scheme is adopted internationally, whose “coeffcient of diffculty” is greatly reduced, while China still adopts the classic Miller Scheme to measure citizen scientifc literacy. This paper elaborates on the new progress in the evaluation of citizen science literacy, and uses this as a revelation to explore the evaluation indexes of Chinese citizen scientifc literacy in the new era.
