福州市政府投资项目代建监管制度浅析

Analysis on agent-construction supervision system of government investment projects in Fuzhou

目前全国各地大量的政府投资项目实施"代建制",但由于现有代建监管制度的不完善,实施项目代建制仍存在一些亟待解决的问题。本文首先对代建项目的特点进行分析,其次详细介绍福州市现有代建项目考核管理办法和考评情况。通过对福州市政府投资项目代建情况的考核发现,现有的考核管理办法虽能在一定程度上反映代建工作的完成情况,但还不能准确区分代建工作的完成质量。为解决上述问题,建议在质量、进度和造价等方面进一步明确代建单位的责权清单,重点考核代建单位在应尽责任方面的落实情况;同时,为规范代建项目的移交、结算程序并加快此类工作进度,建议推行工程档案电子化管理等手段,以此提升代建单位的管理水平。

At present, a large number of government investment projects carry out the ＂agent construction system＂ all over the country, but there are still some problems to be solved in the implementation of the project agent system because of the imperfect supervision system. This paper first analyzes the characteristics of agent construction projects. Secondly, it introduces in detail the management assessment methods and evaluation of existing agent construction projects in Fuzhou. Through the assessment of the agent-construction, the existing assessment management methods can reflect the completion situation of the construction, but it cannot accurately distinguish the completion quality of the construction work. In order to solve the above problems, it suggest that we should further clarify the duty list of the construction units in quality, progress and cost, and focus on assessing the implementation of construction agency responsibility. At the same time, to standardize the transfer and settlement procedures of the construction projects and speed up the progress of this kind of work, it suggest that the electronic management of engineering archives be carried out. Through the above methods, the management level of agent construction agency is hoped to be enhanced.
