政府信息公开的舆情风险评估指标体系构建及其策略研究

Construction of Public Opinion Risk Assessment Index System for Government Information Disclosure and its Strategy Research

为政府规避舆情风险、提高行政行为的透明度、推动社会民主化进程、更好地推进信息公开提供参考。通过分析政府信息公开的舆情风险事件及影响要素,应用YAAHP软件构建政府信息公开的舆情风险评估指标体系,以模糊综合评价法、专家调查法确定各级指标的整体权重,并对其进行风险评估,从而评定风险要素级别和风险评估预警级别。研究架构了政府信息公开的舆情风险评估指标体系,确定了三个级别的舆情风险要素和五个等级的舆情风险评估预警级别,并根据高级风险要素提出了应对策略。

In order to avoid public opinion risks,improve the transparency in administrative practices,promote the process of social democratization,and provide reference for better promoting information disclosure,it is essential to construct a public opinion risk assessment index system by using the YAAHP software after an analysis of public opinion risk events of government information publicity and the impact factors. Then by using the fuzzy comprehensive evaluation method,expert investigation method,the weight of indexes is determined,and the risk factors are assessed,so as to assess the level of risk assessment and early warning. In this paper,the public opinion risk assessment index system of government information disclosure is constructed,and three levels of public opinion risk factors and five levels of public opinion risk assessment warning are determined,and finally countermeasures are put forward according to the senior risk factors.
