基于多中心理论的矿山救援队监管模式研究

矿山应急救援队伍在安全生产中发挥着重要作用,实现对全国范围内矿山救援队的科学监管是有效遏制重特大事故和矿山行业安全发展的重要保障。通过资料与数据分析后,得出了矿山救援队监管的六个核心因素:"法律法规标准不完善、政策保障措施不健全、监管体制机制不顺畅、队伍建设管理不规范、基础保障机制不健全、第三部门参与度不够",运用多中心理论为理论基础建构矿山救援队监管框架体系,阐述了矿山救援队监管模式主客体功能定位,在此基础上构建矿山救援队监管理论模型,该模型的关键是监管主客体相互有效融合,促使矿山救援队的政府监管规范化、法制化和科学化。将其应用到矿山救援队的政府监管中,以期提高政府监管效能,进一步提升矿山应急救援队伍的应急处置能力。

The mine emergency rescue team plays an important role in the safety production. The scientific supervision of the mine rescue team throughout the country is an important guarantee for the effective containment of the major accidents and the safety development of the mine industry. Through data and data analysis,six core factors of mine rescue team supervision are obtained,which includes,imperfect laws and regulations,imperfect policy guarantee measures,hindered supervision system and mechanism,nonstandard management of team construction, imperfect basic guarantee mechanism and insufficient participation in the third departments. Based on the theory of multi-center,this paper constructs a regulatory framework for mine rescue teams,and expounds the positioning of the host and guest functions of the mine rescue team＇s supervision mode. On this basis,a theoretical model of mine rescue team supervision is constructed. The key of this model is the effective integration of supervision between host and guest,promoting the standardization,legalization and scientization of the government supervision of the mine rescue team. It is applied to the government supervision of mine rescue teams,in order to improve the effectiveness of government supervision and further improve the emergency response capability of mine emergency rescue teams.
