国务院机构改革视角下跨界景区管理机构整合研究——以江西省武功山为例

Study Integration of Management Organizations of Cross-border Scenic Spots from Perspective of Institutional Reform of State Council——Taking Wugong Mountain in Jiangxi Province as an Example

2018年国务院第8次机构改革方案旨在科学配置党政机构及其内设机构权力、划分职责界限、提高效率效能、降低执行和管理成本,最终实现国家治理体系和治理能力的现代化。在实地调研的基础上,运用所学专业理论和知识,基于国务院机构改革的视角,以家乡武功山风景区为例,破解行政机构整合和改革中存在的"精简-膨胀-再精简-再膨胀"怪圈。首先,提出武功山管理机构整合难问题;其次,集中分析了原因:利益争夺加剧了管理机构整合的难度、缺少绩效考核机制、管理机构整合的环境较为复杂。最后,得出以下创新路径:协调各方利益、建立科学合理的绩效考核机制、重视法律规范建设。

The 8 th institutional reform plan of the State Council in 2018 aimed to scientifically configure the power of party and government agencies and their internal organs,divide the boundaries of responsibilities,improve efficiency,reduce implementation and management costs,and eventually modernize the state governance system and governance capabilities.On the basis of field research,this paper uses the professional theory and knowledge,based on the perspective of the State Council＇s institutional reforms,and takes the hometown wugong mountain scenic spot as an example to solve the＂compact-inflated-re-simplification-re-expansion＂cycle in the integration and reform of administrative agencies.First,put forward the problem of difficult integration of wugong mountain management institutions;Secondly,focus on the analysis of the reasons：competing interests has increased the difficulty of managing institutions;the lack of performance appraisal mechanism;the integration environment of the management agencies is more complicated.Finally,the following innovative path：coordinate the interests of all parties;the establishment of scientific and rational performance appraisal mechanism;attention to legal norms.
