基于产业转型升级的城区安全生产监管问题及对策研究

Work Safety Supervision and Strategy in the Industrial Transformation and Upgrading of the City

城区社会环境、空间特征和企业性质与远郊县区有着明显的差异,导致城区的安全生产监管工作与县域在监管的侧重点上有所区别。以基于产业转型升级的城区安全生产监管工作为研究对象,通过对南昌市主城区青山湖区近几年的安全生产形势及安全监管工作进行实证调研,以点带面剖析了我国城区安全生产监管的现状,分析了城区日常安全生产监管执法工作中存在的突出问题。结果表明:当前我国城区安全生产监管工作中主要存在安全生产监管队伍力量不足、安全生产监管人员业务素质有待提高、安全生产监管盲点依然存在、机构联动机制有待完善等问题。在此基础上,提出了保障乡镇、街道、园区的安全生产监管地位、提升安全生产监管人员的工作能力、创新安全生产监管方式等对策与措施。

There are differences between urban area and suburban area in social environment, spatial characteristics,enterprise nature,and the work safety supervision emphasis on different points. Taking the industrial transformation and upgrading of urban work safety supervision as the research object,this paper analyzes the safety production situation and supervision in Qingshanhu District,Nanchang City in recent years. Then, by extending it to the other urban area, the paper discusses the current situation of work safety supervision in China, and analyzes the daily supervision law enforcement and the existing problems, namely, weak supervision team, low professional quality, blind spots in supervision and imperfect institution linkage mechanism. Finally, the paper puts forward countermeasures to strengthen the personnel ability of work safety supervision and innovate the supervision approach.
