荷兰学生英语能力培养及评价研究

Cultivation and Assessment of Students' English Competency in the Netherlands

摘要 在非英语母语国家中,荷兰学生的英语能力培养成就名列前茅,对于我国学生的英语能力培养及评价能起到"他山之石,可以攻玉"的效果。荷兰之所以能实现这一成就,在于有相关政策的保证,其在教学要求、课程设置及教师培养等教学体系方面也存在独到之处,同时,荷兰英语教育评价的主体、内容及方式,以及高等教育评价改革历程也同样可圈可点。荷兰英语教育对我国英语教育的启示包括:建立国家级外语政策机构、注重社会发展需要、认清语言学习与习得的辩证关系。 Performances of cultivating students’ English competency in the Netherlands are top notch compared with those in another nation with English as a non native language. Implications for cultivating and assessing students’ English competency in our country are thus drawn, with a view to improving them through learning practices in other nations. The reason that Netherlands can achieve this achievement lies in the guarantee of relevant policies. It also exists in the teaching system, such as teaching requirements, curriculum setting and teacher training. At the same time, the subject, content and way of evaluation of English education in Netherlands, as well as the course of evaluation and reform of higher education are also remarkable. The enlightenment of Netherlands English education to China’s English education includes the establishment of a national foreign language policy institution, the need for social development, and the understanding of the dialectical relationship between language learning and acquisition.
