法国产学研协同创新的主要模式、特点及启示

产学研协同创新是适应市场经济发展和国家创新体系建设需要而提出的新要求,也是我国"高等学校创新能力提升计划"中的重要内容。法国产学研协同创新致力于科技带动创新的理念,以科技成果转化和组建方式为模式基础,以发挥特色区域优势以及创新性人才培养为导向,重视优化产学研投资环境和创新体制保障建设,以实现产学研协同创新突破。以法国产学研协同创新为鉴,我国应从加强内部创新型体制建设和外部保障体系构建入手,即:健全法规,完善法律保障体系;转变观念,培育协同创新文化;强化政策,推进企业主体战略;深化改革,加强政府引导调配;加强协作,完善利益分配机制;锐意进取,培养战略合作能力。以此达到强化创新理念、完善产学研协同创新体系、提高产学研协同创新质量的目的。

The collaborative innovation of industry-university-research is the requirement to adapt to the development of market economy and the construction of national innovation system,which is also an important part of China's plan for 2011.France's industry-university-research collaborative innovation is committed to technology driving innovation.It is based on the transformation of scientific and technological achievements and form of construction,directed by giving full play to regional advantages and cultivating innovative talents,and pays attention to optimizing the investment environment of industry-university-research and the construction of innovative system to realize the breakthrough of collaborative innovation between industry,university and research institute.To learn from the collaborative innovation of industry,University and research in France,China should start with strengthening the construction of internal innovative system and external security system,i.e.sounding laws and regulations,perfecting the legal security system,changing ideas,fostering a culture of collaborative innovation,strengthening policies and promoting the strategy of enterprises as the main body,deepening reform and strengthening government guidance and deployment.It is also necessary to strengthen cooperation and improve the profit distribution mechanism so as to strengthen the innovative concept,perfect the collaborative innovation system and improve the quality of collaborative innovation.
