Facing the current international and domestic economic development situation, liaoning＇s Marine economy has both opportunities and challenges, and there are still some legal and policy problems such as the structure of Marine industry, Marine environment, Marine management and maritime law enforcement. Therefore, perfect legal safeguard mechanism is vital both for the marine economy development and the whole economy development of liaoning province during the coexistence of opportunities and challenges.
