Lighter punishment is different from decriminalization and non-criminalization, and light punishment is a dynamic and relative development trend. Lighter punishment should be carried out by lighter sentences and implementation. Lighter sentences is the common trend of civilization progress. In the process of lightening sentences, attention should be paid to the reality of risk society. The risks of risk society are objective and realistic. It is suggested to shift from conceptual thinking to type thinking, lighten criminal policies and the punishments for specific criminals and specific behaviours.
