Analysis on Excess Income Distribution of PPP Traffic Project Based on Fairness Concern of the Subject

在分析PPP交通项目的超额收益和相应成本的基础上,将主体公平关切行为引入超额收益分配研究,并在分配过程中采用讨价还价的谈判模型,通过建模仿真对双方均具有公平关切行为、仅一方具有公平关切行为3种情景进行了模拟,分别对不同情境下收益分配系数的谈判可行域、谈判结果、项目净收益、双方净收益进行分析。结果表明:当仅一方具有公平关切行为,谈判结果向具有公平关切行为的一方倾斜;当双方均具有公平关切行为,适度的公平关切更有利于谈判成功,且谈判结果向有利于主体的方向发展,同时能在一定程度上提高自身的收益,但双方过度的公平关切,不利于社会利益与自身利益最大化目标的实现。

On the basis of the analysis of excess returns and corresponding costs of PPP transportation projects,the behavior of subjects＇ fairness concerns was introduced into the research on the excess income distribution,and the bargaining negotiation model was adopted in the distribution process. Through the modeling and simulation,this paper simulated three scenarios in which both parties had fairness concerning behavior and only one party had fairness concerning behavior. At the same time,this paper analyzed the negotiation feasible region of partition coefficient,negotiation result,net income of the project and net income of both parties under the different situations. The results showed that when only one party had the behavior of fairness concerns,the negotiation result was inclined to the party with fairness concerns. When both parties had the behavior of fairness concerns,moderate fairness concerns was more conducive to the success of the negotiation,and the negotiation results were in the direction of favoring the main body,which could improve the own benefits to a certain extent. However,excessive fairness concerns of both parties was not conducive to the realization of social interests and the maximization of the own interests.
