摘要
进入新时代,公共文化服务已然成为人民对于美好生活向往的重要内容,而创建国家公共文化服务体系示范区(以下简称"示范区创建")是我国公共文化服务体系建设中为平衡区域差距、发挥地方特色的战略制度安排。依据史密斯政策执行模型考察"示范区创建"中多元主体的行动逻辑和行为策略,发现政府部门在职能定位与组织利益、服务导向与政绩导向的权衡中表现出"重政绩、树典型、积极主导"的实践行为;社会组织在文化治理理念的引导下,基于公共文化服务同质化严重的现实考虑,为发挥职能纽带作用在创建工作中体现为"强依赖、弱整合、协同参与"的行为策略;普通民众的主体性缺失导致其处于"无参与、零反馈、被动受益"的状态。
Entered the new era, the public cultural service has become an important part of people's yearning for a better life, and create a national demonstration area of public cultural service system(hereinafter referred to as "demonstration zone creation") is a strategic institu-tional arrangement to balance regional gap and bring local characteristics into full play in the construction of public cultural service system.Based on the Smith policy implementation model, this paper explores the action and behavioral strategies of the pluralistic subjects in the "demonstration zone creation". The results show that the government has shown the practice behavior of "achieve government performances, set up typical, positive dominated" in the balance between functional orientation and organizational benefit, service orientation and achievement orientation. Under the guidance of cultural governance concept, social organizations proceed with "strong dependency, weal integration, col-laboration management" strategy based on the reality of public cultural service homogeneity. As to citizens, they are in a status of "no partici-pation, zero feedback, passive benefits" because of the lack of subjectivity.
