基于利益视角下东北亚海洋环境区域合作治理问题研究

The Problems of Regional Cooperative Governance of Northeast Asia in Marine Environment Based on Interest Perspective

近年来东北亚区域海洋环境问题不断恶化。为改善东北亚区域海洋环境质量,基于利益视角并以"复杂人假设"为前提,对当前该区域存在的海洋环境合作治理利益诱因不足、利益沟通困难以及利益制衡匮乏问题进行研究。运用地缘政治关系、库兹涅茨曲线、文化认同等理论探索问题的根由,进而提出增强国家间政治互信、加强区域内经济交流、提升区域文化认同度与发展海洋环境社会组织等措施以期推进合作治理进程,团结协作提升该区域海洋环境质量。

In recent years, the problems of marine environments in Northeast Asia have been deteriorating. To improve the quality of the regional marine environments, we study the problems of the cooperation governance, such as insufficient interest incentives, difficulty of interest communication and lack of interest balance, based on the perspective of interests and on the hypothesis of ＂complex man ＂.Furthermore, we have an in-depth analysis of the causes form the perspectives of the Geopolitical Relations Theory, the Environmental Kuznets Curve and the Theory of Cultural Identity. Finally, the corresponding solutions are proposed including enhancing political mutual trust, strengthening regional economic exchanges between countries, raising regional cultural identity and developing Marine environmen-tal organizations, to accelerate the process of cooperative governance and to jointly promote the quality of marine environment in North-east Asia.
